You will note from the map that the Consulate is close to the Holiday Inn in Silom. The closest mass transit is the BTS Surasak but you will need to take a taxi from there as it is a 15 minute walk from the BTS station. Note their contact details again as listed below.

You can then apply for a new passport at the Armenian Embassy in Thailand with the case number in hand.
