Note that the Japanese Embassy in Thailand is located in the Pathum Wan district of Bangkok and also note their operating hours in Bangkok. Visa Application for non-Thai

For expats who live in Thailand, the Japanese Embassy will need to see your Thai visa which has been extended as well as your re-entry permit in your passport. If you work in Thailand then you work permit will also be needed. Note that there are nationalities that do not require a Japanese visa. There are a total of 68 Countries and Regions for visa exemptions. You will need to complete all the forms as it takes 5 working days to issue you with the visa.
